The purpose of this lecture is to provide a basic overview of what we know about the effects of prenatal alcohol exposure. It is certainly not meant to be comprehensive but rather to give a broad overview of current knowledge in the area, and of ongoing human and animal research in the area. Heavy prenatal alcohol exposure can result in the fetal alcohol syndrome and both changes in brain structure and behavior have been reported in these children. Importantly, current data indicate that individuals exposed to heavy doses of alcohol in utero, but without the facial characteristics of FAS, can also suffer from similar brain and behavioral changes. Animal models have proven to be an excellent research tool in this field, as there appears to be good concordance between the animal and human data. Beer is equated with vodka (horilka) and its distribution is limited due to reduction of sales spots. Low-alcoholic drinks are not sold at the places of mass gatherings and events. It is possible to sell them only at the shops next to wine and horilka (vodka). The same Law bans beer consumtion in public places like hospitals, educational, cultural and sport institutions, government and administration buildings, public transport, children playgrounds and even in elevators and phone booths. It is banned to sell any alcoholic beverages to all under 18 years old. A fine is introduced for drinking in public places. In cases when such punishment is considered insufficient, administrative 15 days arrest is applied. Selangor Menteri Besar Khalid Ibrahim today moved to tighten the tap on a running debate between his state cabinet members over the state's decision to limit the sale of alcohol. Government officials will also be gagged from talking publicly about the matter, to avoid "further confusion" over the issue. Khalid said he is personally overseeing the final touches of the state government policy to limit alcohol sales and promised to come up with a solution by Friday. "I'm tasked to solve the problem of the implementation (of the policy). It is an administrative mechanism," he told reporters after chairing a six-hour state executive council meeting in Shah Alam. "All parties agree that the best way to do it is to find a fair mechanism, taking into account the needs of the public and also to respect the cultural and religious views (of the citizens)". Selangor's new policy is targeted at the selling of beer and other alcoholic drinks at convenience stores and mini markets, which makes the beverage accessible to everyone.

Although breath analysis is probably the most commonly used technique by law enforcement in attempting to establish whether or not a suspect was driving with alcohol in the system beyond a legal limit, the reliability of the tests has been called into question. Some scientists and experts think that breath tests, as they are currently administered by police, are very inaccurate, as far as their ability to measure blood alcohol content or BAC. Some courts have thrown out breath test results because of their unreliability. In 2002, the Washington Supreme Court ruled that a woman couldn't have her driver's license suspended because of possible problems with the reliability of an alcohol breath test. The woman challenged an administrative suspension of her driver's license. The case focused on the reliability of thermometers used in breath-test machines. The thermometers are used to test the machines' accuracy. Operators test the machines by getting a reading from an alcohol and water mixture. That mixture must be kept at 34 degrees centigrade, and that is where the thermometer comes in. The Supreme Court ruled that because evidence wasn't produced to show that the thermometer on the machine used to give the woman a breath test had been certified as reliable, her license couldn't be suspended.
