Ignition interlock devices keep drivers from starting their cars if they fail a breath test after humming into a sensor in the dashboard for several seconds, said Robyn Robertson, president of the Traffic Injury Research Foundation, a Canada-based group that studies the effectiveness of interlock technology. If the level of alcohol on the driver's breath is too high, the car will not start, Robertson said. "Research shows a majority of people who have their license revoked continue to drive anyway," she said.
